About Carlyn

Carlyn Obringer was first elected to the Concord City Council in November 2016, and was re-elected in 2020. She served as Vice Mayor in 2018 and 2024, and as Mayor in 2019 and 2025. Obringer previously served on the City’s Design Review Board and the Planning Commission, which she chaired. A regional leader, Obringer chaired the East Bay Regional Park District Parks Advisory Committee, is a founding member of the Diablo Valley Tech Initiative, represents the Contra Costa Mayors Conference on the East Bay Economic Development Alliance, and serves on the Contra Costa Airport Land Use Committee. Obringer also chairs TRANSPAC (a Central County regional transportation planning body),and represents Concord on the Contra Costa Transportaiton Authority, Innovate 680 Policy Advisory Committee and the Governing Board of the Green Empowerment Zone.

A community leader, Obringer chaired the City’s July 4th Parade from 2016-2023, and founded Concord’s annual Art and Wine (and Beer!) Walk. She is past chair of the Monument Impact board, and the Contra Costa Commission on the Status of Women, and a past President of Soroptimist International of Diablo Vista. Obringer is active in many local organizations including the American Association of University Women, the Concord Ambassadors, the Concord Historical Society, and the Greater Concord Chamber of Commerce.


Obringer has also been a pianist/organist at Queen of All Saints Catholic Church since 2005. She holds a Masters of Business Administration from the Monterey Institute of International Studies and resides near downtown Concord with her husband, Justin, and their dog, Coco.
